On 24 October 2008, at an event at the UN organised by the East-West Institute, the UN Secretary-General Ban Ki-moon announced his support for the NWC as the first point in his five-point plan for nuclear disarmament "[NPT member states] could consider negotiating a nuclear-weapons convention, backed by a strong system of verification, as has long been proposed at the United Nations.

Notes the first annual summaries sent by most Member States, and asks the Commission to start infringement procedures against those Member States which have not fulfilled their obligations; points out that it considers these annual summaries to be a first step towards national management declarations; asks the Commission to draw up, before the first reading of the 2009 budget, a document analysing the strengths and weaknesses ...[+++] of each Member State's national system for the administration and control of Community funds and the results of the audits conducted, and to forward that document to Parliament and to the Council; invites the Commission also to report on the quality of the annual summaries and to ensure that value is added to the process by such means as the identification of common problems, possible solutions and best practices;

Welcomes the first year of activities of the Subcommittee on Human Rights within the Foreign Affairs Committee, which, guided by Parliament's activities, has created a focal point for activities on human rights which was absent during the last parliamentary term, including regular reports by the Presidency, the Commission, the Personal Representative for Human Rights, the UN High Commissioner for Human Rights, UN Special Rapporteurs and the Commissioner for Human Rights of the Council of Europe, numerous hearings, exchanges of views, expertise and studies as well as human rights input into the work of the Foreign Affairs Committee;

The Network recommended in particular that a main contact point be identified in each Member State for the exchange of information within the Network and that, if a judge was not designated as a contact point, then a representative of the judiciary be designated as a first contact point for the national contact point.
