Notes that short and medium term decisions on the use of nuclear power will also directly affect the climatic goals that the EU might realistically set; notes that renunciation of nuclear power will make it impossible to achieve the objectives set regarding reductions in greenhouse gas emissions and the combating of climate change;

At its Seville Summit, the European Council emphasised that the short- and medium-term arrangements for a common way of dealing with migration flows had to maintain a reasonable balance between, on the one hand, the resolute combating of illegal immigration and human trafficking and, on the other hand, an integration policy for those immigrants who had taken up residence legally and an asylum policy upholding the international conventions including, above all, the Geneva Convention of 1951.

28. Measures taken in the short and medium term for the joint management of migration flows must strike a fair balance between, on the one hand, an integration policy for lawfully resident immigrants and an asylum policy complying with international conventions, principally the 1951 Geneva Convention, and, on the other, resolute action to combat illegal immigration and trafficking in human beings.

Environment Cooperation will focus on: - assessing environmental problems in the Mediterranean region and defining, where appropriate, the initiatives to be taken; - making proposals to establish and subsequently update a short and medium-term priority environmental action programme for intervention coordinated by the European Commission and supplemented by long-term actions; it should include among the main areas for action, the following: integrated management of water, soil and coastal areas; management of waste; preventing and combating air pollution and pollution in the Mediterranean sea; natural heritage, landscapes and site conservation and ma ...[+++]nagement; Mediterranean forest protection, conservation and restoration, in particular through the prevention and control of erosion, soil degradation, forest fires and combating desertification; transfer of Community experience in financing techniques, legislation and environmental monitoring; integration of environmental concerns in all policies; - setting up a regular dialogue to monitor the implementation of the action programme; - reinforcing regional and subregional cooperation and strengthening coordination with the Mediterranean Action Plan; - stimulating coordination of investments from various sources, and implementation of relevant international conventions; - promoting the adoption and implementation of legislation and regulatory measures when required, especially preventive measures and appropriate high standards.

The Council would refer in this connection to the European Council meeting in Corfu on 24 and 25 June 1994, at which the Ministers for Labour and Social Affairs were instructed to put forward appropriate policy recommendations for further developing current policies in the Member States. 2. UNDERLINE the fact that the effective use of financial resources and their delivery are decisive for meeting the environmental goals set at the UNCED Conference and WELCOME that the Development Council on 25 May confirmed that following the global financial commitment of ECU 3 billion made in Rio, the Community and its Member States would provide an initial tranche of ECU 600 million in 1993 for specific projects and programmes in key Agenda 21 sectors; 16. ACKNOWLEDGE in this respect the important role of the international and regional financial institutions in enabling the developing countries to carry out the decisions of UNCED, and CALL UPON the international financial institutions to give urgent priority to the follow-up to UNCED; 17.
