Dans le contexte présent, le Parlement européen a deux objectifs distincts, qui risquaient de s'opposer : d'une part, la nécessité d'affirmer un rôle plus important et plus incisif du Parlement sur ces sujets, et donc d'affirmer une légitimation démocratique plus importante pour les dispositions qui font l'objet de ce débat ; d'autre part, il y avait l'exigence et l'urgence de porter à terme le plus rapidement possible le plan d'action des services financiers, afin de réaliser le marché commun dans ce secteur.
In this context, Parliament has two distinct aims, which could have been conflicting: on the one hand, the need to secure a more significant, effective role for Parliament in these matters, to secure, that is, greater democratic legitimisation of the rules we are debating; on the other hand, however, there is the urgent need to conclude the Financial Services Action Plan with all speed in order to implement the common market in this sector.
