(27a) Since the objective of this Regulation, namely to lay down harmonised rules on the administrative and technical requirements for the approval and market surveillance of agricultural and forestry vehicles, cannot be sufficiently achieved by the Member States, and can therefore, by reason of its scale and effects, be better achieved at Union level, the Union may adopt measures in accordance with the principle of subsidiarity, as set out in Article 5 of the Treaty on European Union.

(l) "interchangeable towed machinery" means any instrument used in agriculture or forestry which is designed to be towed by a tractor and changes or adds to its functions; it may include a load platform designed and constructed to receive any tools and appliances needed for those purposes, and to store temporarily any materials produced or needed during work; any vehicle intended to be towed by a tractor and permanently incorporating an implement or designed to process materials shall be considered interchangeable towed machinery if ...[+++] the ratio of the technically permissible gross mass to the unladen mass of that vehicle is less than 3,0;

Firstly, it is beyond doubt that the launch of the euro, on which a report will be presented to the Barcelona Council, has been a success not only from a monetary and technical point of view but also from a political point of view, as a result of the considerable support it has received from all citizens throughout the European Union, throughout the eurozone, and also the efforts made not only by the European Central Bank and its excellent staff, but also by very important sectors of European society, such as the financial sector and the commercial sector, to make the physical introduction of the euro a success.

Programs that encourage the use of stand improvement silviculture techniques would be of benefit by using a different avenue to achieve the same end goal.
