23. invite la Commission à proposer un cadre juridique afin de faciliter la création et le fonctionnement d’importantes institutions et infrastructures de recherche paneuropéennes, et d'envisager d’y inclure certaines institutions européennes existantes, telles que l'Organisation européenne pour la recherche nucléaire (CERN), l’Agence spatiale européenne (ESA) et l’Accord européen pour le développement de la fusion (EFDA), même s’il convient d’éviter de recourir à des traités intergouvernementaux pour assurer le fonctionnement de telles institutions;
23. Calls on the Commission to propose a legal framework to facilitate the creation and operation of major Community research organisations and infrastructures and to consider the involvement of existing European institutions and agreements, such as the European Organisation for Nuclear Research (CERN), the European Space Agency (ESA) and the European Fusion Development Agreement (EFDA), albeit that intergovernmental treaties to implement such organisations should be avoided;
