Pour permettre une application efficace de la directive 2003/6/CE du Parlement européen et du Conseil du 28 janvier 2003 sur les opérations d’initiés et les manipulations de marché (abus de marché) (7), de la directive 2003/71/CE et de la directive 2004/109/CE et pour clarifier les problèmes sous-jacents de différenciation et de double emploi, la Commission devrait proposer une définition pour chacun des termes «marché primaire», «marché secondaire» et «offre publique».
In order to allow for the efficient application of Directive 2003/6/EC of the European Parliament and of the Council of 28 January 2003 on insider dealing and market manipulation (market abuse) (7), Directive 2003/71/EC and Directive 2004/109/EC and to clarify underlying problems of differentiation and overlaps, the Commission should put forward a definition for each of the terms ‘primary market’, ‘secondary market’ and ‘public offer’.
