The contributions of all members of the public system and the State contributions are pooled in the central ‘health fund’ (Gesundheitsfonds), administered by the Federal Insurance Authority (Bundesversicherungsamt).

Financing is effected in part from the operating budget of EUROSTAT (the Statistical Office of the European Communities) and is also available from the financial framework of the Health Programme as a result of the link with the programme of Community action in the field of public health (2003-2008), the objectives of which stipulate the need for the collection of data in the Community.

Acknowledges the economic and other related political reforms, namely in the tax system, the system of fiscal federalism, public administration and regulation of the financial system that have been implemented in Russia during recent years; is nonetheless convinced that further structural reforms, namely in health care, education, the gas sector, the banking system and more generally in the area of the enforcement of the rule of law, are necessary, and calls on the Russian Federation to pursue its reforms, which will be beneficial both to Russians and to Europeans alike and will make it possible to enhance the Russian Federation's at ...[+++]tractiveness in the eyes of international and, in particular, European investors, thus having a considerable impact on economic growth while at the same time allowing the Russian Federation to benefit from foreign know-how; stresses that any further legislative reform must be carried out in accordance with international standards;

The frequency and scope of missions by the Food and Veterinary Office to review import controls at border inspection posts in Member States should be decided on the basis of risks to the animal and public health in the Community, after consideration of all the information available to the Commission, including patterns of trade in the Community, statistical data available under veterinary legislation, the results of previous missions by the Office, any identified problem areas, and any other relevant information.
