1. As regards the amount of EUR 11 305 500 000 transferred from the Cohesion Fund to be spent exclusively in Member States eligible for funding from the Cohesion Fund, specific calls shall be launched for projects implementing the core network or for projects and horizontal priorities identified in Part I of Annex I exclusively in Member States eligible for funding from the Cohesion Fund.

3. In order to support Member States eligible for funding from the Cohesion Fund which may experience difficulties in designing projects that are of sufficient maturity and/or quality and which have sufficient added value for the Union, particular attention shall be given to programme support actions aimed at strengthening institutional capacity and the efficiency of public administrations and public services in relation to the development and implementation of projects listed in Part I of Annex I. To ensure the highest possible abso ...[+++]rption of the transferred funds in all Member States eligible for funding from the Cohesion Fund, the Commission may organise additional calls.

To this end, in May 2007, AVAS organised a public tender for the appointment of a liquidator, determining at the same time in the tender documents the object of the liquidation: two ‘functional modules’ (4), i.e. the production of tractors and the production of iron forged components.

11. Validity of invitation to tender: In accordance with the first sentence of Article 4(1)(d) of Regulation (EEC) No 2408/92, the validity of this invitation to tender is subject to the condition that no Community air carrier eligible to operate the service in question presents by 8 March 2006 an application to operate the routes in question as from 28 August 2006, in accordance with the public service obligations imposed, without receiving any financial compensation.

Assistance may be refused or withheld or may be subject to the satisfaction of certain conditions or requirements in cases where a Party is of the opinion that assistance under this Agreement would be likely to prejudice the sovereignty of the United States of America or of a Member State of the Community, or would be likely to prejudice public policy, security, or other essential interest (such as that referred to in Article 17 (2)), or be contrary to the legal system of the requested Contracting Party, including, where appropriate, the legal system of the Member States of the Community liable to provide assistance.
