(c) establishment of frameworks and methodologies for the application of efficient and effective safeguards for nuclear material in third countries.

11.7. Devices shall be designed and manufactured in such a way as to facilitate the safe disposal of the device and the substances with which the device has been exposed to and /or of any waste substances by the user, patient or other person and, where possible and appropriate, replace with the use of devices and methods with improved safety features and characteristics to reduce as far as possible the exposure of patients, users and other persons to potentially harmful substances, such as chemical or nuclear material .

3. Nuclear security, will further support the accomplishment of Community commitments, in particular development of methods for the control of the fuel cycle facilities, the implementation of the additional protocol including environmental sampling and integrated safeguards, and the prevention of the diversion of nuclear and radioactive materials associated with illicit trafficking of such materials including the nuclear forensics.

The Act referred to at point 26j of Annex XI to the EEA Agreement (Commission Recommendation 2005/698/EC of 19 September 2005 on accounting separation and cost-accounting systems under the regulatory framework for electronic communications (9)), as adapted to the EEA Agreement by Protocol 1 thereto (10) has provided a framework for the consistent application of the specific provisions concerning cost-accounting and accounting separation, with a view to improving the transparency of regulatory accounting systems, methodologies, auditing and reporting processes to the benefit of all parties involved.
