This will be achieved by means of the so-called ‘civil’ presence of the EU within the framework of the European security and defence policy, bolstered by the troops of NATO and of an ‘international civil representative’ with full powers.

The minimum required performance limits (MRPLs) set according to Commission Decision 2002/657/EC of 12 August 2002 implementing Council Directive 96/23/EC concerning the performance of analytical methods and the interpretation of results (4) have been adopted as the standard of performance ensuring effective control of Community legislation when testing official samples for the presence of certain prohibited or unauthorised substances; the MRPL correspond to the average limit above which the detection of a substance or its residues can be construed as methodologically meaningful.

Believes that a minimum common standard should impose a requirement on the Member States to furnish suspects and defendants, as soon as they come into contact with a law enforcement official, with a written, readily comprehensible 'Letter of Rights’ which sets out their fundamental rights in a language they understand, and that in any event they should be informed by an official of the existence of charges against them; points out that this letter is not intended to take the place of the obligation to advise suspects that anything they say may be used in evidence against them, but should supplement that obligation; considers that this letter must be furnished in a language the defendant immediately understands as soon as he/she comes ...[+++]into contact with a law enforcement official, and that a receipt should be signed by the defendant and set down in record, except in cases where in front of a lawyer he/she waives this right and declines to sign; is of the opinion that this letter must not replace the obligation to caution but should supplement it and that this letter must be furnished at the time the suspect or defendant first enters police custody and a receipt signed by the defendant and set down in record;

Maintains in this connection that, in order to reduce the cost of measures and not to exclude small and medium-sized businesses from the process, environmental indicators based on an assessment of products' simplified lifecycle should be established; stresses the importance of establishing precise and uniform parameters for such a lifecycle analysis; such indicators should be representative and consistent and should reflect the main environmental impact and the most significant environmental aspects of each product range; they should be established (e.g. by product panels) by agreement amongst the various groups concerned with a v ...[+++]iew to determining the most relevant indicators and establishing methods for measuring those indicators which, however, should be revised periodically and, if necessary, updated; it should be pointed out that LCA methods are still difficult to apply, particularly in terms of use of resources, time and analysis of the results; such difficulties increase significantly where small and medium-sized businesses are concerned and where there are structural differences between the various Member States (for example, differing combinations of energy sources);

Economic cooperation, devised to serve the mutual interests of the Community and its partner countries, shall contribute to the development of the ALA developing countries by helping them build up their institutional capacity so as to create an environment more favourable to investment and development and make the most of the prospects opened up by the growth of international trade, including the European single market, and by enhancing the role of businessmen, technology and know-how from all the Member States, particularly in the private sector and in small and medium-sized undertakings.
