During the consideration of the Postal Services Continuation Bill, Bill C-24, in Committee of the Whole, this chamber received assurances that outside management consultants and experts in industrial relations would be brought in to Canada Post to study it from top to bottom so that ways could be found to solve its problems.

(a) to submit proposals for radically altering the legal basis for aid in BosniaHerzegovina, i.e. by creating a single regulation that establishes a close link between measures to encourage refugee return and reconstruction measures (housing/infrastructure, employment, upholding of democracy and action to combat corruption), in accordance with a global and integrated approach adapted to the requirements of a specific aid programme which calls for flexible and rapid management;

Reform of the JRC The Commission intends to make far-reaching changes in a number of areas in order to adapt the JRC to the tasks it is to perform within the Community's research and technological development strategy: - structure: on the basis of the principle of drawing a clear distinction between programme management and resource management, the JRC will be reorganized into a number of scientific institutes enjoying a large measure of scientific, administrative and financial independence; - management: the existing advisory structures will be streamlined, while the role and powers of the Board of Governors will be strengthened; - staff: a number of measures will be taken to ensure that the JRC permanently ...[+++]maintains a very high level of expertise coupled with considerable versatility: increased flexibility in the allocation of staff resources to different activities, an increase in the number of fellows and scientists visiting the JRC, an increase in the number of secondments from national centres to the JRC and vice versa, the creation of fixed- duration posts for post-doctoral fellows, etc.

The observations we have been able to make on how the electoral process worked under the scheme of the new Canada Elections Act during the 37th general election of November 27, 2000, and the consultations we are conducting will allow me to present Parliament, this fall, with recommendations on legislative amendments that are more thorough than those proposed in Bill C-9, amendments that I consider essential to maintaining the fundamental principles of our electoral system.
