These indicators have been structured so as to describe the socio-economic situation in the region or sector concerned and measure the effects of assistance. They range from indicators of physical implementation (provision of infrastructure, amount of training etc.) to indicators of results (immediate gains in efficiency) and socio-economic impact described in terms of changes in the structures of production and employment.

In addition, after the Commission's intervention the gains generated by the project will be better shared with UK consumers: as soon as the operator's overall profits (return on equity) exceed the rate estimated at the time of the decision, any gain will be shared with the public entity granting the public support; in addition, the decision defines a second, higher threshold above which the public entity will obtain more than half of the gains.

The francophone community won its case by bringing the matter before the courts, with the assistance, although not exclusively, of the court challenges program.

GREEN PAPER ON ENERGY POLICY GUIDELINES - COUNCIL CONCLUSIONS The Council adopted the following conclusions after a discussion based on a Commission progress report on the energy policy Green Paper: "The Council - notes with satisfaction the wide consultations undertaken with Member States, consumer interests and industry; - confirms that improved competitiveness, strengthened security of supply and enhanced protection of the environment in the light of the obligations arising out of the Framework Convention on Climate Change are main objectives to be considered in the context of energy policy; - recalls the importance of the completio ...[+++]n of the internal energy market in the framework of Union policy in the energy sector; - recommends that these elements are developed further in the Green Paper which in particular should facilitate a wide debate on: * the effective operation of the energy markets and the extent to which policy interventions, if any, are necessary; * long-term supply perspectives; * reconciling energy and environmental policies; * the division of responsibilities between the Communities, Member States and industry, taking into account the principle of subsidiarity, economic and social cohesion and the extent to which common objectives and the convergence of national policies may be necessary; * the promotion of energy efficiency and renewable energies; * the further development of cooperation with third countries in the field of energy; - desires that the dialogue between the Commission and the Member States and the European associations of industry, energy companies, the trade unions and the consumer be continued with the aim of reaching as broad as possible a consensus on the future orientation of energy policies; - invites the Commission to submit the Green Paper to the Council and the other European Community Institutions as soon as possible with a view to continuing the debate".

Illegal immigration networks - improvement of cooperation in visa policy as well as scrutiny during issuing visas; - effective border controls and border surveillance in countries from or through which people are smuggled; Art. 7A of the Treaty on European Union remains unaffected; - effective action against sea and air carriers transporting aliens without the requisite documents; - to the extent that it has not yet been done, the introduction of provisions that also penalize the illegal smuggling of aliens also into the territory ...[+++] of other participating States; - regulations governing the forfeiture of illegal profits from such crimes; - rapid return to their home countries or countries of origin of aliens who have been smuggled in or have entered illegally in order to counteract promises by illegal immigration networks of long-term stay in the countries of destination, and to reduce their chances to recruit new victims for their illegal activities.
