So I don't see really the strength of the argument about a sunset clause, in view of the flexibility of the Canadian Constitution and the responsible record of Canadian legislators.

Since equalization was first announced in Canada in 1957, and later enshrined into the Constitution in 1982, there has never been an instance in those 50 years where a province that receives equalization payments ends up with a higher fiscal capacity than a province that has paid into the program.

These programmes have a range of goals, including: (i) supporting the development and improvement of vocational training systems (ii) creating jobs and helping reintegrate the unemployed into the labour market by prioritising a pro-active approach in the form of jobfinder schemes, and (iii) local initiatives promoting a series of goals such as employment, participation by women in the labour market (combined with measures to combat gender discrimination), employment opportunities for the socially excluded, entrepreneurship, and lifelong learning for working people.

* Integrated measures (pathways to integration) produce better rates of integration and progress than training measures alone.

In light of that and in light of the vote in the Senate I would like to table and move an amendment. I move: That the motion be amended in the schedule entitled ``An amendment to the Constitution of Canada'' (a) by adding the words ``where numbers warrant'' immediately before the word ``any'' in subparagraph (b)(i) and; (b) by adding the words ``determine and'' immediately following the words ``observances and to'' in paragraph (c) The Deputy Speaker: The hon. member's amendment has already been ruled receivable in the past and is certainly receivable in this debate as well.
