Takes the view that, if sustainable multi-territorial licensing can be encouraged and promoted in the digital single market for audiovisual works, this should facilitate market-driven initiatives; stresses that digital technologies provide new and innovative ways to customise and enrich the supply of such works for each market and to meet consumer demand, including for tailored cross-border services; calls for better exploitation of digital technologies, which should constitute a springboard for both differentiation and multipli ...[+++]cation of the legitimate supply of audiovisual works;

preparation by the Commission of consumer protection legislation and other regulatory initiatives, monitoring the transposition by Member States and the subsequent evaluation of its impact, and the promotion of co-regulatory and self-regulatory initiatives and monitoring the real impact of those initiatives on consumer markets.

10 - encourages the regional cooperation in energy market developments and welcomes the complementarities of the Eastern Partnership with other initiatives currently carried out under the INOGATE programme in support of the Baku Initiative and under the Black Sea Synergy; estimates that synergies with regional programmes could be pursued under the ‘Flagship Initiative on the promotion of regional electricity markets, improved energy efficiency and increased use or renewable resources’ and develop a concrete approach to reinforce coop ...[+++]eration between transmission system operators (TSOs), regulatory authorities and ensure a strong process of harmonisation of network access conditions as well as compatible rules for transmission and transit;

These programmes have a range of goals, including: (i) supporting the development and improvement of vocational training systems (ii) creating jobs and helping reintegrate the unemployed into the labour market by prioritising a pro-active approach in the form of jobfinder schemes, and (iii) local initiatives promoting a series of goals such as employment, participation by women in the labour market (combined with measures to combat gender discrimination), employment opportunities for the socially excluded, entrepreneurship, and lifelong learning for working people.

Building on the lessons learned under the previous Employment and Adapt Initiatives, the Equal Initiative seeks to promote a labour market open to all through new means of combating all forms of discrimination and inequality. To that end it covers the whole of the territory of the Union and emphasises the transnational nature of projects, the genuine involvement of local and regional authorities, as well as businesses, and the dissemination of good practice.
