Calls on the Foreign Affairs Council and the VP/HR to ensure that EU policies and actions related to IHL are developed in a coherent and effective way and that the implementation of IHL Guidelines falls primarily within the remit of the Council Working Group on Public International Law, chaired by the Council Presidency; emphasises, in this context, that the EU Guidelines commit ‘the appropriate Council working groups’ to monitoring situ ...[+++]ations where IHL may apply and, in such cases, to recommending action to promote compliance with IHL; calls for the EU and the Member States to provide more detailed reporting on the implementation of the Guidelines in specific conflict situations, in particular in the EU Annual Report on Human Rights and Democracy.

1. Welcomes the results of the Group of Twenty summit in London, which has resulted in a Global Plan for Recovery and Reform, with a programme of USD 1 trillion to kick-start the credit system, growth and employment, and is aimed at creating conditions for a return to confidence, the reinforcement of financial regulation, reform of financial institutions, promotion of global trade and investment and rejection of protectionism;

F. whereas Article 23 (g) of the Cotonou Agreement stipulates support for the promotion of Fair Trade and the Compendium on co-operation strategies to the Cotonou agreement specifies that “Co-operation shall provide support to both producer groups in developing countries and NGOs within the EU through budget headings and EDF resources; this support shall be used to finance the launching of new product lines, consumer awareness campaigns, educational activity and capacity building”,

F. whereas Article 23(g) of the Cotonou Agreement stipulates support for the promotion of Fair Trade and the Compendium on co-operation strategies to the Cotonou agreement specifies in paragraph 64 of Section 2.6.3. that "Co-operation shall provide support to both producer groups in developing countries and NGOs within the EU through budget headings and EDF resources.

It also calls for a joint standing working party on trade, globalisation and labour issues to be set up by the ILO and the WTO.

The priorities for Objective 3 lie in the following fields: integration of the unemployed into the labour market; expanding business skills, promoting non-salaried employment and the creation of small and medium-sized firms; promoting the adaptability of the workforce and stability of employment for those whose jobs are most at risk; improving vocational training; developing human potential in research, science and technology, with particular stress on improving the transfer of results to industry; increasing the participation of women in the labour market; integrating disadvantaged groups ...[+++] into the employment market and promotion of the local economy.
