I. considérant que les formations spécialisées du Conseil, souvent très puissantes, dérivées de la structure en piliers des traités ainsi que des géométries variables (UEM - Schengen), ont réduit la fonction de coordination du Conseil "Affaires générales”, ont affaibli le rôle d'initiative de la Commission, et, en définitive, ont renforcé la méthode intergouvernementale au détriment de la méthode communautaire au sein du Conseil,
I. whereas the specialised, often very powerful, formations of the Council, based on the pillar-structure resulting from the Treaties and the variable geometries (EMU - Schengen), have undermined the coordinating role of the General Affairs Council, weakened the Commission's role of legislative initiative and, finally, have reinforced the intergovernmental method to the detriment of the Community method in the Council,
