The minimum level of knowledge, as indicated below, may not be below level 3 of the training-level structure laid down in the Annex to Council Decision 85/368/EEC of 16 July 1985 on the comparability of vocational traning qualifications between the Member States of the European Community , that is the level achieved in training acquired in the course of compulsory education supplemented either by vocational training and supplementary technical training or by secondary school or other technical training.

For large format copiers designed to handle primarily A2 or 17″ × 22″ paper or larger, the copier speed measured as A2- or A0-sized copies per minute shall be converted to A4-sized copier speeds as follows: (a) One A2 copy per minute is equivalent to four A4 copies per minute, and (b) One A0 copy per minute is equivalent to 16 A4 copies per minute.

(16a) Continuing transnational cooperation and increased mobility in the fields of education and training would contribute to improving the quality of education and training within European Union.

(16) Significant advantages would accrue from integrating Community support for trans-national cooperation and mobility in the fields of education and training into a single programme, which would permit greater synergies between the different fields of action, and offer more capacity to support developments in lifelong learning, and more coherent, streamlined and efficient modes of administration.

In relation to wide-screen digital television, the 16:9 aspect ratio is the reference format for wide-format television services and programmes, and is now established in Member States' markets as a result of Council Decision 93/424/EEC of 22 July 1993 on an action plan for the introduction of advanced television services in Europe(7).

(d) take the measures they consider appropriate to promote a European qualification area, i.e. to enable those concerned to report on the qualifications obtained and the experience acquired in the host State to the relevant authorities, particularly the academic and professional authorities in their home State; that might be carried out by promoting the objectives of the 1992 and 1996 Resolutions on the transparency of qualifications and training certificates, by encouraging the use of the Europass Training document as provided for in Council Decision 1999/51/EC of 21 December 1998 on the promotion of European pathways in work-linked tr ...[+++]aining, including apprenticeship(16) and of the European diploma supplement, and by implementing the conclusions of the Lisbon European Council of 23 and 24 March 2000, in particular by establishing a European framework of basic skills and a common European format for curricula vitae.
