Tout fournisseur de réseau de communications public a, dans les bâtiments dépourvus de réseaux ouverts et ne permettant pas de concurrence par les services, le droit de faire aboutir son réseau au point de concentration, à ses propres frais et pour autant qu'il garantisse une incidence minimale sur la propriété privée, afin d'accéder à l'infrastructure physique adaptée au haut débit située à l'intérieur du bâtiment.
1. Every provider of public communications networks in buildings without open networks with service competition shall have the right to terminate its network at the concentration point, provided that it minimise the impact on the private property and at its own costs, in view of accessing the high-speed-ready in-building physical infrastructure.
