Member States should apply the following harmonised conditions and principles to the making of emergency calls manually or automatically by an in-vehicle telematics terminal to public safety answering points via the single European emergency call number 112.

8. Points out that, in order to fulfil its commitment to combating terrorism while respecting human rights, it has considered the freezing of the funds and economic resources of certain persons, groups and entities an appropriate instrument to that end; emphasises that the implementation of such measures must be accompanied at all times by strong and adequate safeguards and guarantees, taking into account the extremely severe consequences of 'blacklisting' for the individuals or organisations concerned; points out that, in relation to restrictive measures directed against certain persons and entities associated with Usama bin Laden, th ...[+++]e Al-Qaida network and the Taliban, Article 75 TFEU applies;

It should be made clear that the restrictions incorporated in Annex XVII to Regulation (EC) No 1907/2006 on the marketing of certain measuring devices containing mercury do not apply to devices already in use in the Community at the time of entry into force of the restriction.

At EU level, the Financial Regulation[20] also sets up a mechanism for the exclusion from European tenders and grants of natural or legal persons who have committed certain offences.

22. Supports the financial package decided on Iraq, but points out the Council's incoherence when endorsing various new programmes and policies on Iraq, without indicating whether or not they will be taken from the flexibility instrument, and keeping a restrictive attitude with regard to additional funds for the 2005 EU budget; reiterates its firm position that new funds must not come at the expense of the other external political priorities;
