Regrets the fact that the provisional organisation chart of the EEAS does not include all existing units dealing with crisis response planning and programming, conflict prevention and peacebuilding with the CSDP structures in line with the Madrid agreement; calls in this context for the organisation of regular meetings of a crisis management board to be composed of the CMPD, the CCPC, the EUMS, the EU SITCEN, the peace-building, conflict prevention, mediation and security policy units, the Chair of the PSC, the geographical desks and other policy departments concerned, placed under the authority of the VP/HR and the executive Secretary-General and with the participation of the Commission humanitarian aid, civil protection and internal ...[+++]security structures according to the circumstances; such meetings would be coordinated by the Managing Director for Crisis Response; calls on the VP/HR and the Commission to equip the board with an efficient alert and emergency system and a large unified operations room, located within the EEAS, so as to enable surveillance to be carried out 24 hours a day, 7 days a week, hence avoiding the present operational overlapping, which hardly squares with the need for a proper surveillance and rapid reaction system to deal with crises; considers that regular coordination and exchange should be ensured between this system and the European emergency response centre currently being developed by the Commission to guarantee appropriate synergies while respecting each other’s competencies;

since the Synthesis report is drawn up by the Secretary-General of the Commission, and in order to assist the Commission as an institution in adopting a position on the content of the Synthesis report, the Secretary-General, who has ultimate operational executive responsibility for the bureaucracy, should give a formal declaration of assurance as regards the quality of the individual declarations from the line managers (Directors-General),

I would also remind you that we have taken some tough measures this summer concerning Eurostat itself: the Director-General has been replaced; the Operational Director posts have been advertised both inside and outside the institution; a new Resources Director has been transferred; the organisation chart has been overhauled, etc.; lastly, a high degree of mobility has been applied to Unit Head posts.

Supervision of this more operational executive, which would elect the Director-General and appoint the Directors, would then fall to the former Interim Committee, now the International Monetary and Financial Committee (IMFC) and representing the Governors (generally the Finance Ministers of the countries concerned).

His commands of note have included Commanding Officer for Combat Engineer Regiment, Lahr, Germany, from 1984 to 1986; Commandant, Canadian Forces School of Military Engineering, from 1989-92; Commander of the Canadian contingent in the former Yugoslavia, in 1992; and Director General Infrastructure and Director Land Force Readiness and J3 Land, 1996.
