3. The number of machines to be verified each year in each Member State shall be such that the volume of euro coins processed by these machines during that year represents at least 25 % of the total cumulated net volume of coins issued by that Member State from the introduction of the euro coins until the end of the previous year.

Total accumulation, on the other hand, is based on "accumulation of working"; the originating status of the goods is determined with reference to a package of working or processing operations carried out in the area formed by the countries involved; for this purpose, the processing carried out in country A is treated as having been carried out in country B if the non-originating product obtained in A is then reprocessed in B; this type of accumulation, or some variant of it, is found in preferential arrangements with the African, Caribbean and Pacific (ACP) states, OCT, Maghreb and EEA (in the latter, the European Economic Area is treated as one territory ...[+++] in which products may acquire EEA originating status through total accumulation.

Before the introduction of full cumulation into all Europe agreements as a third stage at the end of the process, whose difficulties should not be underestimated, the Council will take its decision on the basis of a thorough evaluation of the sectorial and regional consequences on European industry of introducing full cumulation, taking into account the effects of the first two stages.

``(3) Any increase in the contribution rate referred to in subsection (2) for the year 1997, 1998, 1999, or 2000 shall not come into effect unless the cumulative increase in anticipated revenues under the Canada Pension Plan resulting from the changes in the contribution rate after December 31, 1996 are offset by at least a cumulative decrease in anticipated combined employer and employee contributions under the Employment Insurance Act for the years 1998, 1999, and 2000.
