The international agreement on coffee, dating from 2001, and the ITA (Information Technology Agreement) adopted in 1996 at the WTO Ministerial Conference in Singapore, both led to the abolition of customs duties on a great number of products and thus a corresponding reduction in nominal GSP coverage, whilst totally opening to them the Community market; and (3) the increasing number of bilateral and regional free trade agreements.

Taken together, the two regulations will add about 10% to the coverage of the HICP bringing the total coverage to nearly 100% of household consumption spending.
