If Israel's method of determining origin breaches peremptory norms of general international law, thereby causing its Agreement with the Community to function improperly and operate in contravention of those peremptory norms, can the Commission correct this situation without proposing a suspension of the Agreement by notifying the Member States that the validity of all certificates issued by Israel is in doubt?
