Mr. Clark: As part of our national recruiting program, we put in place proactive recruiters. We did that for a number of reasons, one of them being to ensure that we were getting into the communities and recruiting out of the communities so that our workforce reflects the communities we serve.

We are in global competition, and when they need the funds to provide the infrastructure for those recruits, simply saying you can apply in next year's funding cycle because you just happened to miss this year's, we would be losing.

Although grade 10 education has been required for 20 years, almost all of today’s recruits are high school graduates and many have at least some college education.
