McKenna - McBride Agreement [ Memorandum of an Agreement arrived at between J.A.J. McKenna, Special Commissioner appointed by the Dominion Government to investigate the condition of Indian Affairs in British Columbia, and the Honourable Sir Richard McBride, as Premier of the Province ]

Two Member States mention that the new entrant rule has favoured the development of new routes and that most new entrant slots have been used for short and medium haul routes.

In addition, one coordinator argues that secondary trading of slots has contributed more to the increased efficiency of slot usage than the new entrant rule, as trading has resulted in small aircraft operated on short routes being replaced by large aircraft on long haul routes.
