4. L'Organisation des Nations unies, ses institutions spécialisées et l'Agence internationale de l'énergie atomique, ainsi que tout État ou organisation d'intégration économique régionale qui est habilité en vertu de l'article 17 à signer la convention mais qui n'est pas partie à ladite convention, et toute organisation intergouvernementale qui possède des compétences dans des domaines ayant un rapport avec la présente convention sont autorisés à participer en qualité d'observateurs aux réunions des parties.
4. The United Nations, its specialised agencies and the International Atomic Energy Agency, as well as any State or regional economic integration organisation entitled under Article 17 to sign this Convention but which is not a Party to this Convention, and any intergovernmental organisation qualified in the fields to which this Convention relates, shall be entitled to participate as observers in the meetings of the Parties.
