Ce dernier prévoit la possibilité d'élargir le champ de compétences du TPI et ouvre en outre la possibilité de créer des chambres juridictionnelles ("tribunaux spécialisés" selon la terminologie utilisée par la Constitution) pour "connaître en première instance de certaines catégories de recours formés dans des matières bien spécifiques" (article 225 A, premier alinéa, CE), c'est-à-dire, des contentieux techniquement bien délimités (droits des marques, fonction publique).
The Treaty provides for the possibility of extending the sphere of competence of the Court of First Instance and also introduces the possibility of setting up judicial panels (‘specialised courts’ in the terminology used by the Constitution) designed to ‘hear and determine at first instance certain classes of action or proceeding brought in specific areas’ (Article 225a, first paragraph, of the EC Treaty), in other words in clearly defined cases (trademarks, public services).
