Is convinced that the long-term stability in the region requires a new unified, comprehensive international strategy, in which the EU would play a role, alongside other global and regional actors, which would focus not only on North-South issues and the situation in Southern Kordofan and Blue Nile, but also on the long-overdue reform process in Sudan and deepening of democratic reforms in South Sudan; calls on the HR/VP and the Commission to be ready to offer the necessary assistance, if the ruling Sudan National Congress Party (NCP) accepts ...[+++] a free and unhindered national dialogue aimed at establishing inclusive constitutional arrangements accepted by all and takes genuine steps to end impunity in Darfur, Southern Kordofan and Blue Nile;

Instructs its President to forward this resolution to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, the Secretary-General of the United Nations, the United Nations Human Rights Council, UNESCO, the National People’s Congress (and its Standing Committee) of the People’s Republic of China and the XUAR Regional Party Standing Committee.

5.2 The EESC advocates reviewing existing EU legislation and systematically including UN CRPD principles in new EU legislation and policies.

Regrets that only the EU is taking the lead on international climate policy, that the US is the world's largest emitter of greenhouse gases and that there is accordingly still a need to urge it, at all policy levels, to assume its responsibilities in terms of climate change; regrets therefore that the US Administration remains so reluctant to enter into any meaningful international partnership on climate change, but notes that it has taken a modest step forward, inasmuch as it is now willing, as agreed at the December 2005 Montreal Conference of the United Nations Framework ...[+++] Convention on Climate Change, to engage in a thorough forward-looking dialogue; welcomes the fact that an emerging coalition of interests in the US, including Members of Congress from both Houses and both parties, State legislators, local authorities, NGOs and representatives of the business community, is pushing for a more ambitious agenda to tackle greenhouse gas emissions;

At the GFATM Board Meetings (three so far) the EC has insisted on upholding the previously agreed principles for the GFATM, including a) the Fund is a financing mechanism and should not become a UN body or new international institution; b) the structure should remain 'lean and mean' with no new entities established in country; c) the interests of developing countries are the key determinants for decisions and the poverty focus is ...[+++] non-negotiable; d) decisions should be made transparently and on merit rather than through political lobbying and should be based on high-quality proposals; e) the Fund should deliver improved health outcomes while fully taking into account national frameworks and ownership, and building on existing mechanisms - i.e. the Fund is not a 'vertical' instrument; f) monitoring and evaluation indicators and criteria must be well defined and programme and financial accountability clarified before the first disbursements are made.

* Taking new initiatives to drive the UN Reform agenda forward: the EU action should focus on the key decision-making bodies (General Assembly, ECOSOC and its functional commissions), bearing in mind not only the need to make the UN more efficient and relevant in a rapidly changing world, but also the impact of reform on implementation of the development agenda. Ensuring that the objectives of the reform process are further reflected in the UN annual budget, and in future budget cycles, will also be important. The EU has an interest in further developing existing institutions and supporting new ones ...[+++] such as the International Criminal Court. A renewed spirit of partnership between the UN system, the EU and its Member States will help further the UN reform agenda. Efforts to achieve a comprehensive reform of the UN Security Council in all its aspects should be intensified.
