8. Recalls that the Dayton Agreement acknowledged that only the central authorities may represent the country in international organisations, but that the unwieldy bureaucratic structure and complicated, time-consuming, and inefficient decision-making process in BiH can have a detrimental impact on European integration prospects and undermine the country’s capacity to function as a future member of the EU; regrets that, following the entry into force of the SAA and in line with its rules and obligations, the Stabilisation and Association Parliamentary Committee (SAPC) was not constituted owing to the request from the BiH side to introduce an ethnic dimension into the joint rules of procedure; urges the authorities of BiH to address the functionality issue ...[+++] in close cooperation with the Venice Commission; instructs the EU institutions to reflect on the possibility of being actively involved in efforts to find a sustainable solution to the constitutional arrangements of BiH;

3. On receiving a proposal to apply simplified obligations pursuant to paragraph 2, or when acting on its own initiative, the Board, shall conduct an assessment of the institutions or group concerned and shall apply simplified obligations, if the failure of the institution or group would not be likely to have significant adverse consequences for the financial system or negative impact on financial stability within the meaning of Article 8(3a).

3. If the group level resolution authority, after consultation with the other resolution authorities in accordance with paragraph 2, assesses that the failure of the institution in question, or the resolution action or other measures notified in accordance with point (b) of paragraph 1, would not have a detrimental impact on the group or on affiliated institutions in other Member States, the resolution authority responsible for that institution may take the resolution action or other measures that it notified in accordance in accordance with point (b) of paragraph 1.

4. If the group level resolution authority, after consultation with the other resolution authorities in accordance with paragraph 2, assesses that the failure of the institution in question, or the resolution action or other measures notified in accordance with point (b) of paragraph 1, would have a detrimental impact on the group or on affiliated institutions in other Member States, the group level resolution authority shall, no later than 24 hours after receiving the notification under paragraph 1, propose a group resolution scheme and submit it to the resolution college.
