Is disappointed that the Bureau did not consider its request to take into account the European Parliament’s accountability to EU citizens when deciding to set the draft estimates at EUR 1 491 400 000; regrets that the Bureau has set the draft estimates at 20% of heading 5, that is, at the upper limit; notes, moreover, that the 2008 draft estimates give an amount of EUR 55 000 000 in Chapter 10 6 (“Reserve for priority projects under development ”) covering both the buildings policy and the new political priorities, EUR 10 300 000 for the pre-electoral campaign and EUR 14 308 982 in the contingency reserve, without providing any deta ...[+++]iled information on the projects at this stage;

Taking into account the final Council estimate, the sum of the estimates by the institutions, however, amounts to a negative margin of EUR 28,8 million instead of the zero margin published in the PDB (see the table with the amended PDB figures below).

16. Notes that about 30% of Parliament's texts are translated externally, basically non-legislative texts, 19% being the translation of the Verbatim Report of Proceedings and 11% other non-legislative texts; notes that a total allocation of EUR 12.4 million has been entered in the preliminary draft estimates for 2004 for this purpose; invites its Secretary General to examine alternative arrangements for the translation of the Verbatim Report with a view to reducing cost and to submit them to the budgetary authority before 1 September 2003; has decided, in the meantime, to place an amount of EUR 3.6 million entered against Item 1872 ("Other services and wo ...[+++]rk sent out for translation and typing") in the reserve pending the submission of such a report;

27. Regrets that its Bureau has not been in a position to identify structural savings in time for the preparation and adoption of the 2003 estimates; stresses that the budgetary authority expects every institution to define which activities could be phased out in view of the given budgetary constraints; notes that the savings to be achieved must be multiannual in nature and not exclusively geared to the 2003 budget; points out that the credibility of the institution is at stake if it does not focus more on its core activities; notes that increasing the value for money of all institutions becomes all the more important in view of the ...[+++]forthcoming enlargement; asks its Bureau to outline a catalogue of activities that could be phased out and to include the budgetary impact in the letter of amendment for first reading; recalls that the budgetary authority may have to take the necessary action to find a global solution in heading 5 by Parliament's first reading in October;
