1. Community assistance under this Regulation shall be consistent with the framework of the Community's policy on development cooperation and with the European Union's foreign policy as a whole, and complementary to that provided for under related Community instruments for external assistance and the Partnership Agreement between the Members of the African, Caribbean and Pacific Group of States, of the one part, and the European Community and its Member States, on the other part.

Pursuant to Article 1(1) of Protocol 3 on ACP sugar (hereinafter referred to as the ACP Protocol) attached to Annex V to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States, of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 (2) (hereinafter referred to as the ACP-EC Partnership Agreement), and Article 1(1) of the Agreement between the European Economic Community and the Republic of India on cane sugar (3) (hereinafter referred to as the Agreement with India), the Community undertakes to purchase and import, at guaranteed ...[+++]prices, specific quantities of cane sugar which originate in the ACP States and India respectively and which those States undertake to deliver to it.

In the Caribbean priority has also been given to accelerating integration of the economies through the creation of a single market and economy among the countries of the Caribbean Community (CARICOM), the conclusion of bilateral trade and economic co-operation agreements and, the consolidation of the geopolitical space of the wider Caribbean through the Association of Caribbean States (ACS).

A referral shall be made to the Committee in the cases and according to the procedures laid down in the Internal Agreement between the Representatives of the Governments of the Member States, meeting within the Council, on the Financing and Administration of Community Aid under the Financial Protocol to the Partnership Agreement between the African, Caribbean and Pacific States and the European Community and its Member States signed in Cotonou (Benin) on 23 June 2000 and the allocation of financial assistance for the Overseas Countries and Territories to which Part Four of the EC Treaty applies(1), signed in Brussels on 18 September 2 ...[+++]000 (hereinafter referred to as the "Internal Agreement") and, where appropriate, in Council Decision 2001/822/EC of 27 November 2001 on the association of the overseas countries and territories with the European Community ("Overseas Association Decision")(2).

The new element introduced by the Rio Summit in this respect is the promotion of regional integration of the Caribbean, including the countries of Caricom (Caribbean Community and Common Market), Central America and the north of the sub-continent.

CARICOM Caribbean Agricultural 6th EDF ECU 5 300 000 Research and Development - GRANT CARDI The programme has as its objective the development of agricultural production in the Caribbean with particular emphasis on import substitution of animal products and staple food crops through increased production by small farmers. This is in keeping with the Caribbean Community's stated policy in this sector.
