This is a voluntary commitment by the Member States which assures the Commission that the resources required to allow checks on the regularity of the underlying transactions are in place and providing a global approach to checks on a particular programme, Fund or region, in line with an audit strategy approved by the Commission, and improved annual reporting on the results of that strategy.

This commission was created by the Government of Quebec in order to work with the public in seeking potential solutions to the mess created by the federal government at Mirabel airport over the years.

In the present situation of constraint, the consultation procedure started by this document must enable the Commission to target its approach towards priorities and, where appropriate, seek to work together with private publishers or public authorities; - the establishment of a partnership with the Member States is the working method which best suits the division of responsibilities between the Community level and the national level; this approach is of course not new in many fields, but it will require the Commission to introduce cooperation instruments more adapted to making the partnership e ...[+++]ffective and hence guaranteeing a prompt reaction at Community level to emergencies and to new needs on the part of businesses or citizens; - the implementation of Community rules in the Member States will require monitoring methods complying with the principle of subsidiarity and providing the mutual trust between national authorities which is essential; in this context, initiatives are planned with regard to penalties and access to justice.
