2. This Directive is without prejudice to Community maritime legislation, as listed in Article 2(2) of Regulation (EC) No 2099/2002 of the European Parliament and of the Council of 5 November 2002 establishing a Committee on Safe Seas and the Prevention of Pollution from Ships (COSS) (5), and to Council Directive 1999/63/EC of 21 June 1999 concerning the Agreement on the organisation of working time of seafarers concluded by the European Community Shipowners’ Association (ECSA) and the Federation of Transport Workers’ Unions in the European Union (FST) (6).

The EU continues to advocate a political solution to the conflict, and has called on the Russian Federation to work closely with international human rights mechanisms, in particular with the United Nations and its special rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, and also with the Council of Europe, particularly the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, and of course with the OSCE.

7. Encourages Member States to recommend the appointment of a management committee in cases of multiple ownership; notes that such a committee could maintain the land, in particular with a view to fire prevention, in wooded areas;

The common position responds to the concerns expressed by some Member States by introducing changes to the Commission's amended proposal with respect to the inclusion of forest fire prevention measures, the corresponding budget increase, as well as regards the comitology procedure.

In Quebec, a large number of proposals were submitted to the crime prevention fund and were approved by the federal-provincial committee in charge, which means that, at the time, the proposals met the criteria.
