Through the reconfiguration of some of its other institutions it is moving, for example, from the Sub-commission on Human Rights towards something called the Human Rights Council Advisory Committee, which should be a much more flexible instrument and more geared to giving the council the specific advice and information that it needs to do its work.

whereas, despite accepting 182 of the 227 recommendations put forward by the UN Human Rights Council at its June 2014 periodic review, Vietnam rejected recommendations such as the release of political prisoners and people detained without charge or trial, legal reform to end political imprisonment, the creation of an independent national human rights institution and other steps aimed at promoting public participation; whereas, however, Vietnam has recently allowed international human rights groups to meet with representatives of the opposition and government officials for the first time since the end of the Vietnam War.

The Human Rights Council can make recommendations to promote human rights, as well as technical assistance and capacity-building, and promote mainstreaming of human rights within the United Nations which will allow the Council to make recommendations to all relevant bodies, including the Security Council, and to all Member States.

With the establishment of the Human Rights Council, the world community has shown its commitment to enhance the protection of human rights through constructive engagement and ongoing dialogue within the framework of the United Nations, while putting in place the mechanisms to effectively address and prevent human rights’ violations in real time.

The Council underlines the EU's continued support for the establishment of a Human Rights Council which is able to address human rights matters swiftly and effectively, and the focus of which is implementation of human rights on the ground as well as advisory services and technical assistance, representing a real improvement on CHR; as well as for General Assembly President Eliasson's plan to adopt a General Assembly Resolution establishing the Human Rights Council and its essential characteristics by the end of 2005.

The EU further recognises that the MDGs cannot be attained without progress in achieving the Cairo goal of universal sexual and reproductive health and rights; the need to make progress on environmental sustainability issues such as climate change and biodiversity, and a more coherent institutional framework of international environmental governance built on existing institutions including through launching a process leading to the creation of United Nations Environment Organisation; the creation of the Peacebuilding Commission; strong language on terrorism (leading to a definition of terrorism and conclusion of the Comprehensive Conv ...[+++]ention), disarmament, non-proliferation, and strengthening the rule of law; the responsibility to protect; strengthening the UN's human rights machinery including the establishment of a Human Rights Council in order to truly elevate the Commission on Human Rights and reinforcing the role and resources of the Office of the High Commissioner for Human Rights; strengthening gender equality in all UN activities; strengthening the new UN capacity building for rapid action in the face of humanitarian disasters;
