Iceland remains largely in line and applies a substantial part of the acquis in the fields covered by the EEA, such as free movement of goods, freedom of movement of workers, the right of establishment and freedom to provide services, free movement of capital, public procurement, company law, intellectual property law, competition, financial services and information society and media.

The Commission maintains that, among other things, the very short period between the publication of the legislation and its date of application was not sufficient to give investors the opportunity to adapt to the new legal environment.As a result, the law deprived existing investors of their acquired rights and the value of their investments in a way that did not ensure legal certainty and the respect of the right to property, as enshrined in the EU Charter of Fundamental Rights.The Commission is of the opinion that this violates the principles of free movement of capital and freedom of establishment.

Some progress has been made in aligning the country's legislation, policies and capacity with European standards in areas such as free movement of goods, intellectual property, state aid, research, culture, transport and in a number of justice, freedom and security-related matters.
