Mr. Cirtwill: In response to the proposed changes floating around the conversation, it comes back to the importance of differentiating between a response to a cyclical issue, which is the recessionary downturn, and the issues that are of concern to the members of the CFIB around frictional structural unemployment and the difficulty of attracting workers over the long term.
