In three other Member States, where again there are no specific implementing measures, reliance is placed directly on the effect of CJEU case law in domestic law[54].

3. Welcomes the forthcoming visit to the United States, on 16 and 17 March, by the Commissioner for Freedom, Security and Justice, the Czech Presidency and the EU Counter-Terrorism Coordinator, and calls on the EU representatives to raise the issue of extraordinary rendition and of secret detention facilities, as these are serious violations of international and European human rights law; calls on the Justice and Home Affairs Council of 26 February to take a firm stance on this, as well as to discuss the issue of the closure of Guant ...[+++]ánamo and the resettlement of detainees, taking into due consideration Parliament's resolution on the subject;

2. The second sentence of paragraph 1 shall not prevent national rules relating to time limits for bringing actions under national law from being relied on against workers or those claiming under them who initiated legal proceedings or raised an equivalent claim under national law before 17 May 1990, provided that they are not less favourable for that type of action than for similar actions of a domestic nature and that they do not render the exercise of rights conferred by Community law impossible in practice.
