Before 1 June of each year the secretary-general shall submit to the bureau the draft estimates of the expenditure and revenue of the Committee for the next financial year.

32. Notes that EUR 20 000 000 were put in reserve for 2006 pending the submission by the Administration of concrete proposals in the field of information policy, including their longer-term financial impact; considers that more information is required on the actual amount that has been used so far and on the planned expenditure for the remainder of 2006 in this area; expects, furthermore, that by 1 September 2006 all the necessary reports, including that on information on organisation, cost structure and political oversight of the proposed information projects, will be available; requires furthermore additional information on these pr ...[+++]ojects, including the information listed in the Secretary-General's report to the Bureau; confirms that the appropriations amounting to EUR 25 000 000 remain in Chapter 104 ("Reserve for information and communication policy"); regretting that information is provided so late, is willing to consider this expenditure again on the basis of the requested additional information at the first reading of the 2007 Draft Budget;

58. Notes that, according to the European Parliamentary Assistants Association, the Court of Auditors, the Parliament's own Financial Controller and Mr Onesta, the Vice-President responsible for the Statute for Assistants, the new rules on the payment of the secretarial allowance which entered into effect on 1 January 2001 still pose a number of problems, both in terms of ensuring compliance with the Financial Regulation and with relevant national legislation (taxation, social security and so on), and also in terms of user-friendliness; welcomes, therefore, the changes to the rules governing the payment of the secretarial allowance adopted by the Bureau on 9 Febr ...[+++]uary 2004; calls on the Secretary-General to ensure that the new rules are strictly enforced; considers, however, that the new requirement that, in the case of service contracts, invoices or fee statements should be accompanied by statements certifying that the staff concerned are duly affiliated to a social security scheme and that tax and social security contributions are duly paid should not be limited to contracts with a duration exceeding six months;

24. Endorses the efforts made by its Bureau and its Administration to modernise Parliament's IT landscape and to prepare it for enlargement; endorses the further enhancement of interinstitutional cooperation in the area of information technology; remains concerned, however, at the fact that IT expenditure in Parliament remains relatively high, especially if compared with other European institutions; requests its Secretary-General to present a report by 1 September 2003 on a multi-annual plan on all envisaged IT expenditure; has decided to place an amount of EUR 5 million entered against Item 2100 ("Purchase, servicing and maintenance ...[+++] of equipment and software, and related work") in the reserve, pending the examination of the report;
