11. Welcomes the recommendation by the Egyptian National Council for Human Rights to the government to open a regional office of the UN High Commissioner for Human Rights in Cairo, and urges the Egyptian Government to approve the opening of this office;

19. Welcomes the resolution adopted by the UNHRC in October 2012 on technical assistance and capacity building for Yemen in the field of human rights and the establishment of an OHCHR Country Office in Yemen; urges the UNHRC to continue to monitor the situation in the country;

6. Notes the reports indicating that Gaddafi has been surrounded by rebels in an unknown location and urges the NTC combatants to refrain from executing the dictator and his relatives and to bring them to justice; reiterates, in this regard, its firm opposition to the death penalty in all cases without exception regardless of the nature of the crime and calls on the NTC to fully cooperate with the International Criminal Court (ICC) by sending to the court people in custody who are subject to an ICC arrest warrant, in line with Security Council resolution 1970 and NTC pledge to ICC Prosecutor’s Office in April;

A single State-level Ombudsman is functioning, but budgetary constraints hamper its effectiveness and need to be addressed.

The working group has organised a national conference on gender equality for all those working with the Objective 3 Programme (unless the Objective 3 programme is on gender equality aspects) and is producing instructional material how to deal with gender equality issues - together with the National Gender Equality Ombudsman Office - targeted especially at small work places with less than 10 employees.
