1. Chaque État membre informe la Commission, au plus tard le 31 décembre 2009, du suivi, de l'efficacité et des résultats de chacun de ses plans de gestion de l'anguille, et fournit notamment, par bassin fluvial, une estimation de la proportion de la biomasse d'anguilles qui rejoint la mer pour s'y reproduire, biomasse correspondant à la meilleure estimation possible du taux d'échappement du bassin fluvial en l'absence d'activités humaines influant sur la zone de pêche ou sur le stock .
1. For each Eel Management Plan, each Member State shall report to the Commission by 31 December 2009 on the monitoring, effectiveness and outcome of the plan, and in particular shall estimate for each river basin that proportion of the biomass of the eel that escape to the sea to spawn relative to the escapement achieved in the absence of fishing or other human activities affecting the fishery or the stock .
