67. Invites the Commission to present a report, within six months, on how defining the Commission policy on road infrastructure takes into account the protection of the environment and the promotion of road safety; notes in this regard that the road network in sub-Saharan Africa is used for all sort of transit activities, mixing slow and fast traffic including for example road walking schoolchildren and therefore, safety concerns are of major importance; would also like to be informed about how Union funded projects are coordinated with other donors and organisations, not only in the field ...[+++] of road construction but also in matters concerning planning and maintenance;

Each institution and each body referred to in Article 141 of the Financial Regulation shall keep a journal, a general ledger and at least sub-ledgers for debtors, creditors and fixed assets, unless it is not justified by cost-benefit considerations.

3. Takes note of the declared willingness of the Kazakh government to address the legitimate requests of the oil workers, points out the record of the Kazakhstan government in making similar promises which it subsequently ignored, calls for an International Commission of Inquiry, including trade union and human rights activists that can contribute towards establishing the facts of the killings in Zhanaozen and Shetpe;

I. whereas the significance of the region for the positive involvement of the EU is not only linked to its geographical position as a transit area for energy supplies from Central Asia to Europe but is also based on the mutual interest, shared by all concerned, in the development of the region with a view to enhancing democracy, prosperity and the rule of law and thus creating a viable framework for regional and inter-regional development and cooperation in the South Caucasus area,

The report takes into account previous reports of the Parliament, which stress the importance of social policy having an equal status and fully interacting within the Community policy triangle (economic, employment, social policies).

14. Considers it important for the EU force to include a robust "gendarmerie-type" element (the Integrated Police Unit) in order to perform those tasks for which the military have not generally been trained and which normal police forces cannot perform, especially since the EU Police Mission has a non-executive mandate under which it can only give advice and monitor developments; underlines in this context the importance of the stepping-up of efforts to create a local, multi-ethnic police force that enjoys the confidence of all communities in the country;
