The programme sets out five priorities, reflecting the country's 1999 National Action Plan for Employment: strengthening active labour market policies to prevent long-term unemployment and improve labour market structures; promoting equal opportunities for all in accessing the labour market; developing skills and training and encouraging business spirit and innovation.

5. Calls on the Commission to follow up on the results of the public consultation and the positions of Parliament and of the Council by immediately adopting a communication on a new Strategy for Gender Equality and Women’s Rights 2016-2020 which addresses gender equality issues in the fields of violence against women, working time, decision-making, health, education, the media and external relations, and which is in line with the international agenda, namely the Beijing +20 outcome document of 2015 and the new framework for ‘Gender Equality and Women’s Empowerment: Transforming the Lives of Girls and Women through EU External Relations ( ...[+++]2016‑2020)’; calls on the Commission to propose legislative initiatives in its Work Programme with a view to overcoming the remaining inequalities between women and men in the EU;

Recalls, however, that the decision on the annual appropriations to be authorised for the constitution of the EFSI guarantee fund will only be taken by the budgetary authority, in the course of the annual budgetary procedure; commits, in this framework, to further offsetting the cuts affecting Horizon 2020 and the CEF, which still remain significant, in order to allow those programmes to fully accomplish the objectives agreed only two years ago as a result of the negotiations on their respective legal bases; intends also to closely examine whether those cuts should be concentrated in the years 2016-2018, as proposed by the Commissio ...[+++]n, or further spread over the years 2019-2020, as a means of minimising the impact on those programmes;
