In order to take due account of the protection of vulnerable areas such as the Alpine region, and in view of the fact that the UN has designated 2002 the International Year of the Mountain, it should be ensured that the original ecopoint system is established for 2004, at least until pollution is reduced as agreed on a sustainable and lasting basis.
