The deliberations of the Council took place in the spirit of a firm determination to achieve, by the deadline of 15 February 1997, a successful conclusion of the negotiations on basic telecommunications services, based on a global, substantial and balanced package in conformity with the most-favoured-nation (MFN) principle.
