(13) Asset managers should be required to publicly disclose how their investment strategy and the implementation thereof is in accordance with the asset management arrangement and how the investment strategy and decisions contribute to medium to long-term performance of the assets of the institutional investor.

(viii) Upon termination of the Investment Account prior to liquidation of the Fund, a portion of the assets held in this account corresponding to the proportion of the assets transferred to this account under Article V, Section 12(g) to the total of the assets transferred to the account shall be transferred to the Special Disbursement Account if it has not been terminated, and the balance of the assets held in the Investment Account shall be transferred to the General Resources Account for immediate use in operations and transactions.

At the level of a government such as the Government of Canada—that is, a large, mature government where the investments in fixed assets are relatively stable year after year—I would venture to say that for the federal government as a whole, your investments in new fixed assets in a year would be about equal to the depreciation charge that you might incur.

This proposal followed a good deal of work done by Parliament on asset management: the own-initiative report on investment funds (2001), asset management I (2006), asset management II (2007), hedge funds and private equity (2008) and the transparency of institutional investors (2008).
