Stresses that if Member States establish a levy-funded energy efficiency scheme (Article 20), this should prioritise households affected by energy poverty; insists that the revised Energy Directive should provide Member States with a long-term stable policy environment to ensure a sustainable increase in energy efficiency investments, in particular at the local level; requires that the EU and the EIB upscale their capacity-building and technical assistance efforts to develop bankable energy efficiency projects that attract private investment from the market; calls for the EU funding programmes (e.g. Structural Funds, Juncker Plan, ELEN ...[+++]A-EIB) to increase the proportion of funds allocated to energy efficiency capacity-building and technical assistance.

Welcomes international initiatives such as the one by the League of Arab States to support enterprises in the region and calls for Community funds earmarked for Tunisia to be increased and the action plan to be reoriented towards a programme supporting the democratic transition and those responsible for its implementation, and stresses the importance of ensuring good coordination and oversight of these funds so they are used effectively;

Points out that a threatening further modulation foreseen in the context of the CAP Health Check, which transfers funds from the European Agricultural Guarantee Fund (EAGF) to the European Agricultural Fund for Rural Development (EAFRD), would increase the amount needed for national co-financing; calls on the Commission to monitor carefully the possible programming of this money in the Member States and underlines that increased EU funds entail co-financing by the Members States and warns that it should not lead to a reduction of co-financing in the existing operational programmes;

The information and publicity measures concerning the work of the Cohesion Fund shall aim to raise public awareness of projects part-financed by the Fund and demonstrate the role which the Community is playing through that Fund.
