Recalls that forests are home to around 90 % of terrestrial biodiversity, while more than one billion people depend on them for their livelihoods; notes with concern that rising international demand for woody biomass risks threatening biodiversity and forest ecosystems on which poor people depend for their livelihoods; fears that EU import dependency may spark widespread deforestation in developing countries, trigger illegal logging and weaken Voluntary Partnership Agreements under the Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan; recalls also that an increased use of biomass could lead to an intensification of ...[+++]forestry practices and a reduction in forest carbon stocks, thus jeopardising the objective of limiting climate temperature increase to below 2 degrees Celsius; calls for the EU to develop an action plan on deforestation and forest degradation which is applicable at global level, including in developing countries, while continuing its initiatives to strengthen good forest governance, in particular through its FLEGT agreements;

Stresses that trade has an important role to play in ensuring that renewable energy is produced and financed sustainably; recalls that imported bioenergy and agrofuels should comply with EU sustainability criteria and that the latter need to be clearly defined; to this end, encourages the Commission to introduce indirect land use as an additional criterion; recommends that trade agreements should contain provisions to address the issues of deforestation and forest degradation and should incentivise the sound management of land and water resources; encourages the Commission to continue negotiating voluntary partnership agreements (VPA ...[+++]s) with the relevant third countries to prohibit illegal logging;

Recalls that the expansion of large-scale exploitation of tropical forests and other forests with high biodiversity and carbon stock values is unsustainable and may result in further deforestation and forest degradation, contributing to the destruction of the global environment; notes the inherent tension within VPAs, in that, while encouraging the trade in timber products from countries with large areas of natural forests, the EU could undermine its objectives of combating climate change, support for the conservation and sustainable use of biodiversity, reduction of poverty and stopping deforestation worldwide; therefore calls on the Comm ...[+++]ission to ensure that the EU policy is coherent and that actions supported by the VPAs will make an effective contribution to the international commitments of all parties to a VPA; urges the Commission and the Council to detail which additional initiatives to the VPAs are foreseen in order to combat deforestation and degradation of natural forests and to promote their protection;
