F. whereas an estimated 1,400 protestors have been killed as a result of excessive and arbitrary use of force by security forces since July 2013, including on 2 January 2015, when security forces shot dead two persons during the violent dispersal of a protest by supporters of the Muslim Brotherhood in Cairo’s Matariya district; whereas the systematic and widespread killing of at least 1,150 pro-Morsi demonstrators by Egyptian security forces in July and August 2013 probably amounts to crimes against humanity, according to the NGO Human Rights Watch; whereas the latter stated that the Rab’a Square killings constitutes one of the world’s ...[+++] largest killings of demonstrators in a single day in recent history; whereas the security officials responsible for this massacre have benefited from full impunity so far, while very few police or military officers have been held accountable for other abuses against protestors; whereas the fact-finding committee established in December 2013 is widely seen to have failed to provide a thorough, credible and impartial investigation into these events; whereas the Egyptian authorities have denounced acts of violence, including the use of firearms, committed by protestors against security officials; whereas according to the official Forensic Medical Authority, eight police officers were killed during the Rab’a dispersal;

11. Exceptions to the required hours of rest provided for in paragraphs 4 and 5 of this Article for seafarers who are assigned duty as officer in charge of a watch or as rating forming part of a watch or those whose duties involve designated safety, prevention of pollution and security duties may be allowed in accordance with Directive 1999/63/EC.

Particular focus will be on possibilities of: (1) simplifying and speeding up the registration procedure, taking into account the requirements of the electronic age; (2) increasing legal certainty, such as by redefining what may constitute a trade mark; (3) clarifying the scope of trade mark rights inter alia as regards goods in various situations throughout the EU customs territory; (4) providing a framework for increased cooperation between the Office for Harmonisation in the Internal Market (OHIM) at Alicante and national trade mark offices with the aim of harmonising administrative practice and developing common tools, such as tho ...[+++]se which offer far greater options for conducting priority searches, and watching the registry for infringing registrations; and (5) making the Directive more coherent with the Regulation, in particular, by further aligning the legal grounds of refusal for registration at European level, and (6) aligning the grounds for refusal and for coexistence under both the Directive and the Regulation to rules on geographical indications.

The categories of seafarer to which these rules relate are: masters, chief mates, deck officers and engineer officers, chief engineer officers and second engineer officers, certain categories of ratings (i.e. those working in an engine-room, forming part of a watch or serving on certain types of ship), and personnel responsible for radiocommunications.
