CB. whereas the smooth functioning of the EMU requires a full and swift implementation of the measures already agreed upon under the reinforced economic governance framework such as the reinforced SGP and the European semester complemented with growth enhancing policies; whereas within five years, at most, of the date of entry into force of the TSCG, on the basis of an assessment of the experience with its implementation, the necessary steps shall be taken, in accordance with the TEU and the TFEU, with the aim of incorporating the substance of the TSCG into the legal framework of the Union;
CB. in der Erwägung, dass ein reibungsloses Funktionieren der WWU eine vollständige und rasche Umsetzung der Maßnahmen erfordert, auf die man sich im Rahmen der verstärkten wirtschaftspolitischen Steuerung bereits geeinigt hat (wie den SWP und das Europäische Semester), ergänzt durch wachstumsfördernde Initiativen; in der Erwägung, dass binnen fünf Jahren nach Inkrafttreten des SKSV auf Grundlage einer Auswertung der Erfahrungen mit seiner Umsetzung in Einklang mit dem EUV und dem AEUV die notwendigen Schritte mit dem Ziel unternommen werden müssen, den Inhalt des SKSV in den Rechtsrahmen der Union zu überführen;
