This working document envisages to identify the areas in which the transitory guidelines may be needed, the principles that these guidelines should follow and the limits and conditions under which the EP could give mandate to its competent committee to negotiate and possible approve these guidelines in the context of the budgetary conciliation before the second reading of the Council that is traditionally foreseen for November next.
Le présent rapport s'efforce de déterminer dans quels domaines des orientations transitoires pourraient se révéler indispensables, à quels principes ces orientations devraient obéir, dans quelles limites et sous quelles conditions le Parlement pourrait donner mandat à sa commission compétente de négocier et éventuellement d'avaliser ces orientations, toujours dans le contexte de la conciliation budgétaire de novembre prochain.
